In the design documentation it was listed as an “industrial and domestic insert between houses.” The author of the project, Vladimir Vishnevsky, used elements of Russian temple buildings, for example, small vaulted windows on both sides of the main entrance. The entrance itself is decorated with large-scale arches.

Subsequently, the “Belgorod project” became a model for wedding palaces in many CIS countries. In 2006, the building was reconstructed.
